The nature of DS2 is such that personal preference will be huge here. There really isn't a best weapon for all situations. I really like a lightning Heide Spear. I don't particularly care for the Heide Lance, but some players like it a lot. The Heide Knight Sword is a solid choice. The Thorned Sword is pretty good.

Combine that with 150 counter strength and low stamina consumption, you'll be able to tank hits and make whoever hit you regret it. I think keeping your weight total very low combined with Flynn/RoB/Stone ring is a good start, and maxing up STR and DEX whenever possible.
